First, Shangcheng people's government authorizes the Committee to function as following:
　　--- Establish the plan of economic & social development and construction according to Shangcheng social and economic development plan and general city plan, and then organize to fulfill it after its sanction from Hangzhou People's Government.
　　--- Establish the detailed administrative rules according to correlative laws, rules and regulations, and then organize to fulfill them.
　　--- Manage the park plan, land, industry & commerce, foreign trade, labor, finance & tax, etc, according to government's authorization.
　　--- Take charge land plan, confiscation, exploiture, construction, management and land usufruct remising or transferring.
　　--- Uniformly plan, construct, and manage all kinds of the basic and public appliances.
　　--- Examine and approve enterprises and projects that tally with industrial guide and correlative regulations; sanction the favorable policies shared by enterprises of the park.
　　--- Manage and supervise enterprises of the park and companies subjected to the Committee.
　　--- Examine and approve investment projects and take charge enterprise location.
------Provide favorable services for enterprises of the park and guarantee their legal independent running.
　　--- Fulfill other functions authorized by Hangzhou People's Government and Shangcheng People's Government.

　　Second, if necessary, the Committee can set up several functional institutions to take charge other administrative affairs.

　　Third, department, such as plan, land, industry & commerce, foreign trade, labor and finance & tax department, can accredit personnel to the park to take charge affairs. Thus, it's a dual leadership in management and the Committee plays as a major role.
　　--- The project examination is fulfilled as the way that district plan and foreign trade bureau do in free-hand authorization. Authorized by correlative department, the Committee legally exams and approves project proposal, feasible report and contract constitutions that tally with industrial policies of the country if project invested by foreign dealer can self-balance its capital, raw materials & other production qualifications, products are not relate to license & quota and the total investment is below 30,000,000 Yuan; issues enterprise certificate, transacts investment project establishment and registration of enterprises in the Garden, etc.
　　--- The land department accredits personnel representative of Land Bureau to take charge land exchange, layout use, indexes fulfilling, collective-land confiscation, land examination, certificate issue, guiding land records management, etc, and then report to correlative department for recording.
　　--- Industry & commerce department accredits personnel to take charge enterprise examination, registration, license issue, and management of economy contract, market and trademark, and then report to correlative department for recording.
　　--- Labor bureau accredits personnel representative of labor department to take charge labor force management, employment management, labor dispute arbitration, labor training, labor supervision, social insurance, etc, and then report to correlative department for recording.
　　--- Reinforce the relationship to department of layout, environment, etc, and the business joins between superior and junior.
